On 5 September 2018, a meeting of JINR Director V.A. Matveev with Plenipotentiary Representative of the Socialist Republic of Vietnam in JINR, Director of the Institute of Physics of the Vietnam Academy of Science and Technology (VAST) Le Hong Khiem was held. The Vietnamese Plenipotentiary was accompanied by Deputy Secretary of the Party Committee of the Vietnam Academy of Science and Technology Nguyen Quang Liem and Officer of the Department of Social & Natural Science of VAST Vu Van Đat. Head of the national group of the Socialist Republic of Vietnam in JINR Nguen Van Tiep also participated in the meeting. The JINR party was represented by JINR Vice-Director R. Lednický, Advisor to the JINR Directorate M.Yu. Tumanova and Head of the JINR International Cooperation Department D.V. Kamanin.

During the meeting in the JINR Directorate, the parties discussed steps for development and strengthening of cooperation paying special attention to issues of professional training of young Vietnamese scientists at JINR. The importance of raising awareness of the Vietnamese scientific community of JINR research activities and educational opportunities was highlighted at the meeting.

The major aim of the meeting at the JINR Directorate was to discuss an offer of the Vietnamese party, which has been under development for some time, to hold the session of the Committee of Plenipotentiaries of the Governments of the JINR Member States and the meeting of the JINR Finance Committee of November 2019 in Vietnam. The idea of holding an international scientific conference organized by VAST and UNESCO right after the session of the Committee of Plenipotentiaries was also discussed. The conference should attract scientists, first of all, from Vietnam and the ASEAN states. At the end of the meeting, a memorandum was prepared.

The Vietnamese representatives came to Dubna to participate in the ongoing 8th International training programme for decision-makers in science and international scientific cooperation «JINR Expertise for Member States and Partner Countries» (JEMS-8).
