Session of Plenipotentiary Representatives concluded

Today, a session of the Committee of Plenipotentiary Representatives of the Governments of the JINR Member States was held in the International Conference Hall in Dubna. CP participants elected Plenipotentiary Representative of the Government of Romania in JINR as the Chairman of the current session.
Addressing participants of the event, JINR Director Academician G. V. Trubnikov noted that in-person participation in this main scientific and organizational meeting of JINR had increased for the first time during the pandemic. He welcomed colleagues in the Hall and online. “It is a pleasure to note that personal presence and communication of colleagues at such meetings we have been longing for all this time are gradually returning to our lives,” JINR Director highlighted. Deputy Minister of Science and Higher Education of the Russian Federation N. A. Bocharova conveyed congratulations to participants from Minister V. N. Falkov on the 65th anniversary of the Institute and read out the text of the greeting.
“For more than half of a century, the Joint Institute for Nuclear Research has won unchallenged authority in the world scientific community. In fact, the Institute’s achievements of these years can hardly be overestimated: when it seems like everything has been already invented, scientists continue to come up with new initiatives. I believe that the organization gathers the most talented people, and their work not only hits the milestones but also plans new routes. In my opinion, JINR is far from fulfilling its full potential. I hope that we are in for new projects and discoveries. I congratulate all employees of the organization on the jubilee and wish them further development and success,” the Minister noted in his congratulatory address.
JINR Director in his report on the milestones of the Institute’s work since the previous CP session noted main events, scientific results, and comments on the results of the 129th meeting of the JINR Scientific Council participants of which discussed updates to the Seven-Year Plan for the JINR development in 2017 – 2023. The speaker mentioned the beginning of the operation of the budget committee as one of the important events. New Plenipotentiaries of Azerbaijan, Armenia, Bulgaria, Kazakhstan, have been appointed. As it is known, 2021 was declared the Year of Bulgaria in JINR, and perhaps the November session of the Committee of Plenipotentiaries will be held in this Member State.
The implementation of the Strategy of the Institute’s development until 2030 is being actively discussed. An order has been recently signed on changes in the structure of the JINR management structure and the establishment of five new departments. A so-called “Strategy Passport” is being created, which will allow monitoring and providing necessary information to the CP members annually.
The concept of the interlaboratory Innovation Centre is being formed. The Flerov Laboratory of Nuclear Reactions will shortly present its own programme, and then a seminar will be organized at which specialists will discuss proposals of other laboratories on applied research and application of scientific knowledge.
The programme on the creation of the electronic document flow, procurement, business trips, and transparency of planning is being implemented. Participants of the session supported this and other innovations in the Institute’s management.
Deputy Head of the Finance and Economy Office M. P. Vasiliev introduced the milestones of the meeting of the JINR Finance Committee held on 22 March 2021 to participants of the session. The Committee approved the JINR budget implementation in 2020 and the draft revised budget for 2021.
After presentation by G. V. Trubnikov, the CP members approved new Vice-Directors S. N. Dmitriev, V. D. Kekelidze, and L. Kostov, Chief Scientific Secretary S. N. Nedelko, and Chief Engineer B. N. Gikal. The Committee expressed gratitude to R. Lednický, B. Yu. Sharkov, and A. S. Sorin for many years of work at the JINR Directorate, their considerable contribution to the results of the Institute’s activities, and the development of the international scientific cooperation.

Plenipotentiary Representative of the Republic of Bulgaria Ts. Bachiyski presented the programme of the Year of Bulgaria in JINR and spoke about the organization of the CP session in November 2021 in Bulgaria.
The CP participants approved the JINR Long-term Development Strategic Plan un to 2030 and beyond. Moreover, the CP supported the initiative of the JINR Directorate to establish a Working Group on the issues of the strategic development under the CP Chairman, which would include representatives of the JINR Member States.
According to the recommendation of the Scientific Council and the request of the Directorate, the CP JINR decided to name the Laboratory of Information Technologies after M. G. Meshcheryakov for his outstanding contribution to the creation and development of the network infrastructure and the Information and Computing Complex of the Laboratory, the Institute, and the Member States.
Participants of the session took part in the grand opening of the jubilee exhibition in the Cultural Centre “Mir” dedicated to the 65th JINR anniversary.
