At the meeting of the JINR Scientific and Technical Council which was held on 18 April 2014 in the International Conference Hall Director of the Flerov Laboratory of Nuclear Reactions S.N. Dmitriev presented information about the status of the factory for super heavy elements DRIBs-III. Besides, members of the JINR STC and invited journalists of Dubna took an active and lively participation in discussion of popularization of JINR activity in Dubna, in the Moscow region and JINR member states which was the second issue of the JINR STC agenda.

The JINR STC nominated I.A. Golutvin for the award of the RAS Cherenkov Prize and supported nomination of A.M. Zaitsev (FSI SSC IHEP NRC “KI”) for the award of the RAS Cherenkov Prize and M.I. Panasiuk (MSU) for the title “Honored Scientist of the Russian Federation”.

JINR Chief Scientific Secretary N.A. Russakovich spoke about tools which are used to distribute information about JINR activity. These are the web site, the JINR Bulletin Weekly newspaper "Dubna: science, community, progress", the JINR Museum of the History of Science and Technology, various publications, annual reports, the Bulletin "JINR news", the recently established JINR video portal and educational activities of the JINR University Center. The report was focused on issues which are have to be developed and improved, but far more positive examples were also noted.

JINR Press Secretary B.M. Starchenko spoke in detail about activity of the JINR Scientific Information Department – the Bulletin "JINR news", annual reports, mailing of reports to various organizations. Special attention was attended to the JINR video portal. Since the middle of the last year a channel on YouTube has been launched; the TV channel "Dubna" shows the same plots and the most important plots are telecast by the TV channel "Moscow". National media and TV channels are invited for events that require rapid response.

Director of the JINR University Center S.Z. Pakulyak presented detailed information about new initiatives and traditional formats to attract attention of school students, students and teachers of physics in schools to research activity and the Joint Institute for Nuclear Research. JINR Director V.A. Matveev compared the UC with one more JINR laboratory or "time machine" working for the future on the scale of educational research programmes, the breadth of research fields and quality of scientific activities.

N.Yu. Teryaeva made report on popularization of science.

Scientists from JINR Member States M. Hnatič (Slovakia), G. Stratan (Romania), Yu.A. Panebrattsev (Russia) spoke about relevance of propaganda of JINR activity and how to enhance its effectiveness.

Milestones of the lively discussion were summarized by JINR Director V.A. Matveev: "So mach interesting information was given, this discussion has caused such a response that I see: it was the correct choice of the topic. Now we should sum up all the above said to develop an activity programme that could be implemented in the near future by the JINR Directorate jointly with leaders of the JINR STC".
