In light of the latest agreements

The fifth in this year meeting of the JINR Scientific and Technical Council was held on 1 July 2016 under the chairmanship of R.V. Jolos and began with a pleasant moment: JINR Director V.A. Matveev presented an Honorary Diploma of the Ministry of Education and Science of the Russian Federation to LIT Director V.V. Korenkov and a Gratitude certificate of the Ministry of Education and Science to UC Director S.Z. Pakulyak. They were given these awards in connection with the 60th anniversary of JINR.
JINR Vice-Director G.V. Trubnikov presented the information of the JINR Directorate about the most important JINR events for the period since the previous STC meeting. Among these events, he noted the signing of the Agreement between the Government of the Russian Federation and JINR on the establishment and operation of the Complex of Superconducting Rings for Heavy Ion Colliding Beams NICA. As V.A. Matveev recalled, to reach the Agreement with the Russian Government on the special support of the international mega-science project NICA it has required intensive work for exactly five years, starting with the visit of the Government Commission of the Russian Federation on High Technology and Innovations headed by RF Prime Minister V.V. Putin on 5 July 2011 to Dubna and JINR.
On 27 June, the Agreement on cooperation between JINR and the Federal Medical Biological Agency (FMBA) was signed; the Agreement provides for mutual participation in programmes for development of advanced technology and methods in the fields of radiation medicine, radiobiology and space medicine, high-tech medicine, beam, detector and related technologies on the basis of the international mega-science project NICA, as well as research infrastructure of JINR and FMBA. This document also includes healthcare development and improving programmes for the JINR personnel.
A number of meetings with the City Administration were held; development of the city infrastructure was discussed at the meeting of the Board of Directors of city-forming enterprises. In particular, the preparation of the roadmap of development of the city infrastructure; the discussion included assigning to JINR the territories adjacent to laboratory sites for housing and infrastructure construction. Participation of JINR laboratories in patronage of the city’s educational institutions is being also discussed. The Flerov Laboratory of Nuclear Reactions already patronize the gymnasium №6 named after G.N. Flerov, VBLHEP set a patronage over the school №8 named after N.N. Bogoliubov.
At sessions of the JINR Programme Advisory Committees, in addition to the traditional review of projects, with the active participation of PAC members, updates to the Regulation for the JINR PACs and expert evaluation methods were discussed. The report on this issue will be prepared in the nearest future and will be presented at the meeting of the JINR Scientific Council. New proposals for improving the work of the PACs raised questions and comments from members of STC. I.N. Meshkov, D.V. Peshekhonov, V.D. Kekelidze, A.B. Arbuzov, S.N. Nedelko, M. Gnatich, Yu.K. Potrebenikov, A.D. Kovalenko participated in the discussion of the information of the JINR Directorate.
The second part of the JINR STC was devoted to the personnel and social areas of development of JINR for the seven-year period 2017-2023. A.V. Ruzaev stressed in his speech such issues as the personnel policy at JINR, the efficiency of labor and improvement of the management system, salary and social policy.
G.D. Shirkov commented on the Agreement on cooperation between JINR and the Federal Biomedical Agency, he noted its significance for solving urgent issues of the JINR personnel healthcare. Assistant to Head of the FMBA I.V. Pyasetski and Acting Head of the Medical Unit 9 A.A. Klimenko specially came from Moscow to take part in the work of STC and participate in a discussion. The speakers positively assessed the prospects for development of relations between the FMBA, the Medical Unit 9 and the Institute, especially in connection with the necessity of combining the efforts to provide quality healthcare conditions for JINR employees.
R. Tsenov, V.P. Nikolaev, Ya.N.Vikulin, D.V. Peshekhonov, V.A. Nikitin, I.N. Meshkov, S.A. Kulikov, G.V. Trubnikov, Yu.A. Budagov, I.A. Savin, S.N. Nedelko, V.A. Matveev delivered questions, proposals and comments.
A.S. Fefelov made a presentation on possible ways of material and social support of veterans of JINR. He focused on possibilities of using the non-state pension provision system and charity funds, with specific examples showing opportunities and risks for JINR employees.
