Voluntary health insurance

Voluntary health insurance (VHI) refers to the provision of extra medical services to employees beyond what is covered by the mandatory medical insurance. The Joint Institute for Nuclear Research provides this opportunity. Until recently, the employees received certificates of coverage, which are now invalid. Since 1 June 2023, a new agreement between JINR and Rosgosstrakh Insurance Company is in force. According to this document, in case of an insured incident, the compeny is responsible for arranging medical assistance to insured persons in accordance with the VHI programme.

A VHI insured incident is a documented appeal by the insured person to a medical institution for the organization and provision of medical services for a health issue or deterioration due to an acute illness, exacerbation of a chronic disease, injury, poisoning, and other conditions requiring medical care, dispensary supervision, or preventive measures.

The VHI provides a wide range of medical services for the most common diseases. From 1 June 2024, it additionally includes:

  1. regular medical check-ups for patients with chronic diseases outside exacerbation;
  2. medical services in hearing healthcare, andrology, diabetology (examination and treatment of complications of diabetes mellitus), oncology (except for drug and radiation therapy), rheumatology, dermatovenerology (venereal diseases, neurodermatitis, scabies, pediculosis, wart, condyloma, papilloma, and callus removal), obstetrics and gynecology (infertility and other reproductive disorders), hepatology (acute viral hepatitis, liver cirrhosis);
  3. laboratory and instrumental medical analysis: immunohistochemical studies of tissues with suspected oncological diseases, plant, animal, chemical, and medical antigen antibody determination, capsule endoscopy, and endoscopic examinations with anaesthesia;
  4. physiotherapy, device therapy, hydrotherapy, lymphatic drainage massage, underwater spine traction;
  5. pre-hospital preparation and post-hospitalisation care for organ and tissue diseases requiring transplantation, autotransplantation, or prosthetics.

The procedure for seeking medical help is regulated by the approved VHI Policy.

  • To receive primary and specialised primary healthcare in Dubna medical organizations (i. e. healthcare provided by internists, general practitioners, and outpatient specialists), contact Leading Specialist of the Personnel Office of the Human Resources and Records Management Department with an ID in order to make an application.

    To undergo clinical, laboratory, and instrumental examination, physiotherapy and other types of treatment, or planned inpatient treatment, please submit a referral from the attending physician to the Head of the Human Resources and Records Management Department of the Institute.

    To receive medical services provided in the Medical Unit No. 9, it is enough to contact the paid service office (office No. 102 in the polyclinic of the unit). This requires no approval or letter of guarantee for JINR employees registered in the Medical Unit No. 9.

    In order to receive healthcare services in other medical institutions, please contact JINR and apply for a letter of guarantee from the insurance company.

    The insurance company has the right to determine the medical organization for healthcare provision and indications for examination and treatment in accordance with clinical recommendations approved by orders of the Ministry of Health of the Russian Federation.

    In case of violation of the established procedure for contacting a medical organization, the insurance company has the right not to pay for medical care to the insured person.
