New bill was discussed in the RF Ministry of Education and Science

On 1 February 2018, a meeting of the the Science Council under the RF Ministry of Science and Education and the Young Scientists Section of the Council was held. The Meeting was chaired by Education and Science Deputy Minister of the Russian Federation G.V. Trubnikov. The key theme of discussions was the bill “On scientific, science–technical and innovative activities of the Russian Federation”.

G.V.Trubnikov highlighted that the bill has been drafted with participation of the wide range of experts.
G.V.Trubnikov informed participants of the Meeting that considering social and economical value of the bill, the Ministry organized an extensive discussion at various expert platforms that resulted in more than 400 comments and suggestions.
Deputy Minister also clarified that the bill should be passed to the Government of the Russian Federation until July 2018.
Director of the Department of Science and Technologies of the Ministry of Education and Science S. Yu. Matveev delivered the report as well. He noted that science is “exceptionally delicate and actively developing sphere based mostly on involvement of human resources and creativity”. That is why, while developing the bill, it was needed to understand “how robust structures may be to make the development of the sphere still possible.
Sergei Yurievich noted that it is the first bill that fixes principles of the state policy on scientific development.
During the Meeting, the Council participants discussed in details the bill’s structure and formulated recommendations for rotation of expert councils of the Higher Attestation Commission.
Furthermore, the Council discussed the state task and allocating of additional financing of the Federal Agency For Scientific Organizations as well as adopted a statement on this matter.

Background information
The Scientific Council of the Ministry of Education and Science of the Russian Federation was established as an advisory body for preparation of proposals concerning enhancing of effectiveness of scientific, science-technical and innovative activities as well as discussion of state scientific programmes and expertise of corresponding legal acts.
The bill “On scientific, science–technical and innovative activity of the Russian Federation” is to replace the similar document of 1996. The Scientific Council members have been taking an active part in drafting the bill since 2016.
