At an extended meeting of the JINR Directorate

This year’s first extended meeting of the JINR Directorate was held on 15 January 2015. A discussion was focused on issues of preparation of the scientific report for 2014, readiness for January PAC meetings, as well as plans of measures for implementation of the decisions and recommendations of the JINR Scientific Council, the JINR Finance Committee and the JINR Committee of Plenipotentiaries of the JINR Member States on celebration of the 60th anniversary of JINR foundation and others.JINR Director Academician V.A. Matveev noted in his opening speech that on the results of 2014 JINR have fully implemented all its financial obligations. Director drew the attention of participants of the meeting to the budget for 2015 and noted some important aspects of budgeting. JINR Chief Scientific Secretary N.A. Russakovich reported on the preparation of the JINR scientific report for 2014, announced the programme of the forthcoming meeting of the JINR Scientific Council and asked representatives of JINR laboratories to ensure timely submission of materials on their scientific results. In addition to this, V.A. Matveev pointed out the necessity to prepare in 2016 the scientific report on the results of the seven-year period and suggested that it be sent to the governments of the JINR Member States. Scientific secretaries of the Programme Advisory Committees O.V. Belov, A.P. Cheplakov and N.K. Skobelev informed participants of the meeting about the programme of meetings of the PACs in January. There was a discussion on review of the JINR neutrino programme and decisions on a number of problems associated with construction of the factory of superheavy elements. N.A. Russakovich presented to the meeting a plan of measures for implementation of the decisions and recommendations of the JINR governing. In particular, he stressed the necessity to address the application for reduced VAT rates for JINR procurements in the Member States that are members of the Eurasian Customs Union; he also proposed to continue work on improvement of document-base governing the JINR financial activities. V.A. Matveev, M.G. Itkis, G.V. Trubnikov, R. Lednický, S.N. Dotsenko, R.V. Jolos took part in discussion of these issues. Comments and adjustments on some points of the plan were made and periods of execution of works were specified. D.V. Kamanin addressed directors of laboratories and other persons responsible for coordination of work with the JINR Member States to organize meetings soon to discuss the measures planned for the 60th JINR anniversary to specify and adopt the format and timing of their implementation. Developing the topic G.V. Trubnikov made a proposal to hold a PAC pre-anniversary guest session in one of the JINR Member States. The meeting considered a number of other issues. They included the necessity to elaborate documents on attachment to JINR of applicants to prepare Candidate’s thesis in the light of changes in the Russian Legislation; the abolition of travel documents; the unsatisfactory results of the Pension Fund audit of lists of JINR privileged categories of employees; the situation with the undrawn balance on programmes, grants and joint projects in 2014; the necessity to account for the financial year in the new 1C system; the problem of JINR internal secondary employment and other issues.
