At the meeting of the JINR STC

The meeting of the JINR Scientific and Technical Council of 9 October 2015 was headed by R.V. Jolos and started, as usual, with the information of the JINR Directorate. Academician V.A. Matveev commented on some events of the period since the previous meeting of the JINR STC. In particular, the meeting of the JINR Directorate where the milestones of the latest session of the JINR Scientific Council were considered, as well as the preparation of a regular meeting of the JINR Finance Committee and the Session of the Committee of Plenipotentiaries of the JINR Member States which will be held in November in the capital of Belarus Minsk. The Director also noted that capital construction has become one of the most important elements of successful implementation of the seven-year development programmes of JINR and acquainted members of the STC with the results of the competition of applicants for the position of Head of the JINR Capital Construction Department, which recently became a separate office subordinated to JINR Chief Engineer. Twenty applicants claimed for this position, and the Commission recommended the JINR Directorate to appoint L.I. Tikhomirov Chief of the new department.

RAS Corresponding Member G.V. Trubnikov informed the audience about the recent signing of contract with the "Strabag" consortium for work on the NICA project, the process of JINR joining ESFRI – the European Strategy Forum on Research Infrastructures, development of cooperation of JINR with research centers in China.

Professor S.N. Dmitriev spoke about the results of the contest which allowed the "Java system” company to assume construction of a building of the new experimental hall in the frames of the DRIBsIII project.

STC paid main attention to issues of youth and the influx of personnel and work of the Association of young scientists and specialists. The first half of the topic was discussed in the speech of the JINR Chief Engineer, chairman of the committee on youth G.D. Shirkov. He analyzed the staff situation at JINR, dwelled on forming of youth personnel reserve, support and encourage of scientific research, attracting young staff, development and implementation of social programmes to improve the quality of life and working conditions of young staff members of the Institute. He noted active work of the Association of young scientists and specialists in this area and gave the floor to AYSS Chairman V. Chudoba.

Now AYSS makes its new website which will provide detailed and regularly updated information on AYSS activities, said V. Chudoba. In particular, information on coordination of housing programmes for youth. Cooperation of AYSS with the UC is being well developed, relations with other educational and research institutions of the city and with the Council of young scientists of the Moscow region are being established. AYSS plans new projects: a Seminar "Young for young ", excursions to JINR laboratories, to acquaint young people with work of their colleagues, establishment of a bike rental for guests and employees of JINR. It is assumed to develop a regulation for AYSS research grants along with the existing measures to encourage and promote scientific activity of young people.

The topic of youth at STC was actually continued by the milestones of the JINR summer student practice which were announced by UC Director S.Z. Pakulyak in his speech. In particular, S.Z. Pakulyak presented to STC members a project of a new regulation for the UC and information about a draft of a Federal law on amending the procedure of awarding academic titles. The need to adopt new regulations occurred due to the fact that over the past five years activities and the structure of the UC have changed significantly; two new departments have been established: the department of development and establishment of educational programmes and the scientific and engineering group. Areas of work with students and teachers from the JINR Member States expanded.

At the end of the meeting, Chief of the JINR Scientific Information Department B.M. Starchenko spoke on publication of information about JINR activities in the mass media of the JINR Member States.
