Subsequent to the resolution № 2438-р of 10 November 2018 of the Government of the Russian Federation, Mikhail Kotyukov, Minister of Science and Higher Education of the Russian Federation, was appointed Plenipotentiary Representative of the Government of the Russian Federation in JINR.

Previously, these duties were performed by First Deputy Minister of Science and Higher Education, Academician Grigory Trubnikov.

The Committee of Plenipotentiaries of the Governments of the Institute Member States is the supreme body of the Institute. Each member of the Institute has one representative in the Committee of Plenipotentiaries. Committee sessions are held every year in March and November.
