Joint meeting of the JINR STC and the JINR Directorate

On 1 March 2018, the joint meeting of the JINR Science and Technology Council and the JINR Directorate took place in the International Conference Hall. Head of the Dubna City Administration M.N. Danilov and Chairman of the Council of Deputies S.A. Kulikov also attended the meeting. The JINR Science and Technology Council is a JINR consultative body that is aimed to ensure the participation of staff members of the Institute in organizing its research activities. This meeting was the last one for the present STC membership that had been elected in March 2013 for a five-year term. Thus, apart the current issues, the programme of the meeting comprised the report by STC Chairman R.V. Jolos on the milestones of the STC activities for the past five years.
The meeting was opened by JINR Director Academician V.A. Matveev who reported on the milestones of the past meeting of the Supervisory Council on the NICA mega science project that had been held on 2 February 2018. On that day, the structure and membership of the Project Coordination Committee and responsible persons were determined as well as a significant progress of the project’s implementation was noted. During the meeting, the Roadmap for development of the basic configuration of the NICA complex was affirmed, and proposals on adjustments of expenses for 2016 – 2020 were discussed.
JINR Chief Engineer B.N. Gikal spoke about the milestones of the meeting of the Board of Directors of Dubna enterprises that had been held on 5 February 2018 at the territory of the Scientific-Research Institute “Atoll”. The membership of the Board was renewed and included Head of the City M.N. Danilov and Chairman of the Council of Deputies S.A. Kulikov. Upcoming large-scale reconstruction of objects of the city’s infrastructure, construction of the bridge and the surgery complex of the city hospital were discussed. Head of the City M.N. Danilov who attended the meeting commented on some issues.
JINR Chief Scientific Secretary A.S. Sorin delivered the report “Information about the past meetings of PACs and session of the Scientific Council”. A.S. Sorin highlighted what should be done in the future and for what issues some Resolutions of PACs, the Scientific Council and the Committee of Plenipotentiaries have common recommendations. In particular, some recommendations concerned the staff policy, reports on participation of JINR researchers in off-site experiments, the necessity to consolidate resources of particular scientific programmes, grant programme arrangement, development of proprietary system of conferment of scientific degrees.
After a break, several speakers presented proposals for establishing in Dubna new educational structures such as a boarding school of mathematics and physics, an international engineering school in the Dubna University and others. AYSS Chairman A.Yu. Verkheev spoke about activities of the Association of Young Scientists and Specialists of JINR. The meeting was concluded by “The report on the Science and Technology Council activities in the past 5 years”. The JINR Directorate and the meeting participants expressed their gratitude to members of the Science and Technology Council for the work performed. The contribution of the STC Presidium headed by JINR STC Chairman R.V. Jolos to the Council’s work was highly appreciated.
