Issues of preparation for the JINR Finance Committee and the Committee of Plenipotentiaries of JINR Member States, milestones of the Open Symposium “The European Strategy for Particle Physics” in Krakow, participation of a JINR delegation in the European Strategy Forum on Research Infrastructures (ESFRI) in Brussels were discussed at a regular meeting of the JINR Directorate which was held on 11 October 2012. Milestones of the International Meeting ASPERA, proposals of JINR AYSS on support of young scientists, and information on activity of working groups for developing a draft of new salary regulations and proposals on improving the railway service in Dubna were considered.
The report of V.V. Katrasev and V.A. Matveev, which contained information on programmes of the forthcoming sessions of the JINR Finance Committee and the Committee of Plenipotentiaries of JINR Member States, a draft of the JINR budget for 2013, and a draft of the membership’s fee of the JINR Member States for the 2014-2016, was heard as the first issue. An important issue of the agenda was the activity of legal entities established with the participation of JINR. S.N.Dmitriev, D.V. Shirkov, R. Lednický, V.G.Kadyshevsky presented comments on the report.
Reports of A.S. Sorin, G.D. Shirkov, N.A. Russakovich, M.G. Itkis were devoted to meetings in Krakow and Brussels. A group of physicists from JINR attended the Open Symposium “The European Strategy for Particle Physics” in Krakow, which was held in September 2012. The Symposium participants (about 500 scientists) discussed the long-term plans of development of this area of physics. Beside research on LHC, discussions also covered other areas of physics, for example, important achievements of recent years in neutrino physics.
The festive events dedicated to the 10th anniversary of the European Strategy Forum on Research Infrastructures (ESFRI) were held in Brussels M.G. Itkis and JINR Directorate Advisor Uwe Meyer attended festive meetings of the Forum. The Forum was established in October 2002 to develop the scientific integration of Europe and to strengthen its international outreach. ESFRI published its first road map for the development of research infrastructure in Europe in 2006. Now this program includes 48 projects. Participants of the Forum heard with interest a report by M.G. Itkis about the scientific programme at the IBR-2M reactor, and the NICA and the DRIBs projects.
A.G. Olshevski reported about the International Meeting ASPERA. It was held in Dubna and was devoted to discussion of issues related to the scientific programme on astrophysics, neutrino physics and related fields of science; the meeting included overview presentations on the activity at ASPERA, both in Europe and in Russia. On the basis of experience of ASPERA and ASPERA2 (to be completed this year) the next generation European project ApPEC has been formed. Russian state organizations that finance research in astrophysics and particle physics – the Ministry of Education and Science of RF, the Russian Foundation for Basic Research, Moscow State University, and the Joint Institute for Nuclear Research are invited to participate in this new project. Discussion of this proposal was one of the topics at the meeting in Dubna.
V.A. Matveev, N.A. Russakovich, D.V. Shirkov, A.V. Belushkin made additions and comments to all of the past scientific events.
Presentations by A. Ayriyan and G.D. Shirkov about plans of supporting of JINR young scientists in 2013 reflected several aspects of this activity: budgetary funds, accomodation, grants, etc. Most participant of the meeting spoke in a debate on these issues.
M.G. Itkis briefly spoke about new JINR salary regulations and noted that they would be completed in December 2012.
