A bilateral meeting in Hefei

A JINR delegation headed by JINR Acting Vice-Director G.V. Trubnikov participated in a bilateral meeting with leaders of the Institute of Plasma Physics (ASIPP) of the Chinese Academy of Sciences on 23-25 February 2014 in Hefei (China).  On the JINR side VBLHEP Director V.G. Kekelidze, VBLHEP Deputy Directors A.S. Sorin and H.G. Khodzhibagiyan, Head of the JINR International Cooperation Department D.V. Kamanin participated in the meeting. On the Chinese side the meeting was attended by Vice President of the Chinese Academy of Sciences W. Zhan, ASIPP Director J. Li, a number of ASIPP leaders and leading experts. The meeting was also attended by the First Secretary of the Russian Embassy in China V.V. Goza.

ASIPP, where the world’s first fully superconducting tokamak EAST with exceeding parameters of all such facilities was built, signed with JINR on 7 August 2013 a framework agreement on cooperation aimed primarily at mutually advantageous participation of ASIPP in the NICA project. The main objective of the present meeting was to formulate concrete proposals for exchange of visits and technological cooperation which was discussed in detail during the meetings. The JINR delegation also got acquainted with ASIPP laboratories and inspected its unique facilities.

Participants of the meeting discussed in detail the status of scientific mega-projects NICA and EAST which are being implemented respectively in JINR and ASIPP, and concluded that cooperation in their implementation has an excellent potential to enhance scientific and innovative cooperation between Russian and Chinese scientists and engineers, as well as cooperation beyond the discussed mega-projects. For example, in the fields of accelerators for research and medical applications, as well as in engineering and educational programmes. The parties came to the conclusion that there are grounds to seek the support of the cooperation at governmental level in China and Russia. At the end of the meeting, JINR Acting Vice-Director G.V. Trubnikov and ASIPP Director J. Li signed a joint proclamation to the Ministry of Science and Technology of China, on the one hand, and the Ministry of Education and Science of the Russian Federation, on the other, with a proposal to establish a relevant joint scientific and technical programme. This programme will provide the basis for China’s accession to the mega-project NICA and allow ASIPP to make a significant contribution to construction of its superconducting accelerator complex.

According to the plan of the joint work developed by the meetings the first group of engineers will arrive in Dubna for a short visit in late April, and the next session of this meeting will be held in Dubna on 23-24 September 2014.  Parties also noted that de facto started participation of China in the NICA project could be a catalyst for the return of Chinese scientists to JINR, among whose founders was China in 1956.
