The sixth regular meeting of the Public Council of the JINR Directorate on Cooperation with local authorities of Dubna headed by S.A.Kulikov was held on 27 January 2016 in the JINR Club of Scientists. The work of the council was attended by representatives of the City Administration of Dubna headed V.B.Muhin and A.A.Usov, as well as JINR Director V.A.Matveev, JINR Vice-Directors G.V.Trubnikov, R.Lednický, JINR Chief Engineer G.D.Shirkov. The agenda of the meeting included the following issues: development of a new general plan of the city of Dubna, prospects of railway communication between stations “Bolshaya Volga” and “Dubna” and also information on the present status of development of the Strategy of the social and economic development of the city of Dubna.

A draft decision was brought up for discussion by the working group of 11 members of the Council which was organized to elaborate the first issue of the agenda. The discussion was very lively, but constructive. It was attended by veterans of the city and the Institute as well as by young citizens of Dubna, including members of the City Council. Dubna Chief Architect E.Yu.Sosin presented information on development of general plans for the city in 1976, 1984 and on the preparation of the next, the new general plan. JINR Chief Engineer G.D.Shirkov outlined the position of the JINR Directorate about the new plan of elimination of the railway track from the “Bolshaya Volga” station to the “Dubna” station which was suggest by the City Administration.

The decision of the Public Council of the three points was unanimously adopted:

1. Send a letter to the City Administration with a request to keep traffic on the railway from the “Bolshaya Volga” station to the “Dubna” station in the next 15 years.
2. Ask the City Administration to contribute to the modernization of railway crossings to reduce the time they remain closed to traffic.
3. Develop jointly with the City Administration the Appeal to JSC “Russian Railways”, governments of the Moscow Region and the Russian Federation, and to other departments about the necessity of development and organization of a modern railway communication between Moscow and Dubna (increase frequency and speed of express trains).

Director of the Municipal Budgetary Institution “Directorate of development of the science city Dubna” D.L.Kulikov presented information on development of the strategy of the social and economic development of the city of Dubna. At the suggestion of member of the Council I.N.Meshkov it was decided to review at the next meetings the progress of implementation of the recommendations adopted at previous meetings of the Council.
