On 21 November, a regular meeting of the Finance Committee of the Joint Institute was held. Deputy Minister of Science and Higher Education of the Russian Federation Andrey Omelchuk was elected as new Chairman of the Finance Committee. Participants considered the Institute’s budget for 2023 and the execution of the JINR budget in 2022. The results of the meeting of the Finance Committee will be presented at the upcoming meeting of the Committee of Plenipotentiary Representatives of the Governments of the JINR Member States on 23 – 24 November.

For the first time, the meetings of the key JINR governing bodies are taking place in the African continent. Holding of the meetings of the JINR governing bodies in Egypt commemorates a year since the status of this country in the Institute increased to a full-fledged JINR Member State.

Professor Muhammad Ayman Ashour, Minister of Higher Education and Scientific Research of Egypt, welcomed participants of the meeting on behalf of the Egyptian cabinet. In his speech, he highlighted the role of international cooperation in science and the value of the JINR motto “Science brings nations together”. “Science always a peaceful message,” Dr Ashour noted in his speech. “The cooperation between Egypt and the Institute, as well as the improved status of the country in the organization, contribute to the implementation of this goal.”

Mahmoud Sakr, President of the Academy of Scientific Research and Technology of Egypt, Plenipotentiary Representative of the Government of the Arab Republic of Egypt (ARE) in JINR, addressed participants with a welcoming speech. “Our meeting in Hurghada is a historic milestone, a vivid example of how the Institute’s motto “Science brings nations together” actually works. The current events in Egypt will not only ensure even more active development of cooperation between JINR and ARE, but also demonstrate the role of science as a catalyst for international cooperation for the benefit of humanity,” he said.

JINR Director Grigory Trubnikov presented the main results of the year at the Institute, as well as the draft of the Seven-Year Plan for the Development of JINR in 2024 – 2030.

“The scientific activity of the Institute is always above politics. We conduct fundamental research with more than 70 countries around the world. JINR Member States do their best to help the Institute achieve the brightest scientific results. This year was rich in them. The improvement of the Egypt’s status up to a full-fledged JINR Member State has contributed to it as well. Egyptian colleagues cooperate in many research areas, they take part in joint educational programmes. The number of Egyptian scientists at JINR is growing, which increases the intellectual capital of the Institute. In its turn, membership in JINR opens for Egypt access to a unique research infrastructure and an atmosphere of open international dialogue existing in Dubna. Egypt, as all the JINR Member States, daily proves by its example that science brings nations together,” Grigory Trubnikov commented.

JINR Vice-Director Latchesar Kostov presented information on the participation of JINR Member States in the Institute’s activity to the audience.

At the meeting, participants considered the execution of the budget for 2022. Head of the Budget and Economic Policy Department Nikolay Kalinin reported on the fulfillment by JINR Member States of their obligations on contributions. Participants of the meeting considered the updated structure of the organization’s budget, which will become multilevel and describe the items of expenditure in greater detail.

Participants listened to the milestones of the meeting of the Working Group under the CP Chair for JINR Financial Issues held on 25 October 2022. The results of the audit of the JINR’s financial activities in 2021 and the analysis of the implementation of the action plan by the JINR Directorate according to the results of the audit of the JINR’s financial activity in 2020 were presented to the audience.

Director of the Laboratory of Radiation Biology JINR Aleksandr Bugay presented a scientific report “Radiobiological research at JINR inapplication to the problems of space research andnuclear medicine” to the Committee.
